During this period, all enterprises, organizations and individuals are prohibited to carryout flight activities and balloon launches of sports, entertainment and advertising. Other types of flight activities should be approved by the military and civilaviation control department before implementation.

It is known that the no-fly measures are mainly focus on “low speed small” aircraft. “Low speed small” aircrafts are those that fly less than 1000 meters high and less than 200 kilometers per hour and their radar reflection less than 2 square meters. They are belong to 12 categories including light and ultralight aircraft (including light and ultralight helicopters), gliders, deltawing, powered delta wing, manned balloon (hot air balloon), airship, paraglider, powered paraglider, UAV, aeronautical model, unmanned free balloon, tethered balloon and so on.
