Regulations on Student Status Management of Postgraduates

ChapterGeneral Provisions

Article 1In order to maintain routine teaching order and life order of BJUT and promote the overall development of students in moral, intellectual, physical and aesthetic aspects, these Regulations are formulated on the basis of theEducation Law of the People’s Republic of China,Higher Education Law of the People’s Republic of China,Regulations for Management of Students in General Institutions of Higher Educationissued by the Ministry of Education of the People's Republic of China in 2005 and the relevant national laws and regulations as well as actual condition of BJUT.

Article 2These Regulations shall apply to the postgraduates and doctoral graduates accepted by Beijing University of Technology (“BJUT”) to receive the regular higher education in the light of the national admission policy and regulations.

ChapterAdmission and Enrollment

Article 3New graduates who are accepted in the light of the national admission regulations shall complete the admission procedures with theGraduate Admission Offer of Beijing University of Technologyand the relevant certificates on the basis of requirements imposed by BJUT and within the given time limit. Anyone who cannot register within the time limit for certain reasons shall take a leave from the Graduate Admission Office in advance for which the relevant supporting document shall be provided. For anyone who fails to register within two weeks without valid reason or has a leave with the term of more than two weeks, it shall be deemed a waiver of his/her enrollment qualification unless otherwise there is a valid reason including but not limited to force majeure.

Article 4Upon registration of freshmen, BJUT will carry out the review within three months as per the national admission regulations. Only the eligible freshmen will be allowed for registration and to be provided with the student status. Anyone who is not approved in such review shall be dealt with by BJUT in the light of the case till cancellation of the enrollment qualification.

Anyone who obtains the student status with fraud or fraudulent practices shall be removed with his/her status by BJUT upon verification. These subject to material breach shall be investigated and dealt with by the relevant authority.

Article 5Any freshman who suffers from diseases and is diagnosed by a Secondary A or a higher-level hospital (similarly hereinafter) designated by BJUT to be unfit for studying in BJUT but can meet the physical examination requirements for enrollment in BJUT with treatment for a year may have his/her enrollment qualification retained for one year subject to his/her application and approval of BJUT. These with the enrollment qualification retained have no a student status. In case of rehabilitation with treatment during retention of enrollment qualification, an application for admission shall be submitted to BJUT prior to freshman enrollment in the next academic year. These who receive diagnosis by a hospital designated by BJUT and meet the physical examination requirements for enrollment in BJUT are permitted to complete the admission procedures and obtain the student status whenever he/she is qualified in the review of BJUT. For anyone who is not approved in the review of BJUT or fails to complete the admission procedures, his/her enrollment qualification shall be cancelled.

Article 6Graduates should complete the registration procedures as required by BJUT within two weeks since commencement of each semester. Anyone who fails to register within the time limit must complete the deferred registration procedures. Anyone who fails to pay the tuition as required by BJUT or is disqualified for registration in BJUT shall not be registered. Students from economically disadvantaged families may apply for a loan or any other finance-aid. These students may be registered with the procedures completed. For anyone who fails to register within two weeks since commencement of the semester without a valid reason, it shall be deemed as a waiver of his/her student status and withdrawal on an automatic basis.

ChapterCourse Assessment and Results Record

Article 7Graduates should develop the graduate program (“Program”) in the light of the graduate program of his/her major and under the guidance of the tutor to indicate the semester, courses to be taken during the length of study and required credits.

Article 8Graduates maytake the courses of another university or college according to the interscholastic agreement with consent of BJUT. The results of course (credits) obtained in that university or college shall be admitted upon review by the Graduate’s School.

Article 9Students should take the assessment of courses and educational or teaching programs (collectively, "Course") set forth in the Program. Results of such assessment shall be included in the results list and their files.

Article 10The course assessment consists of examination and quiz. The way of assessment and performance evaluation is included in theRegulations on Graduate Supervisors and Graduate Courses.

Graduates shall be entitled to dissertation defense only when they obtain the credits required by the Program and are academically qualified by assessment.

Retake shall be a must for any failure in required courses of graduates. The retake procedures shall be completed prior to the next commencement of the course. These who pass the exam of the retake course obtain credits of the course. The only result shall be included in his/her academic file and marked with “Retake”. These who fail in the exam of retake course may retake the course again within the required length of study. Any retake failure of a required course for two times shall lead to the qualification of application for a degree.

Graduates who fail in the assessment of elective courses may retake the course or turn to other courses according to the program of his/her discipline. However, course change or retake shall not occur for more than two times.

Graduates whose course fails to meet the requirements set forth in the Program within the maximum length of study (including suspension) shall be subject to Article 24(1) inRegulations on Student Status Management of Postgraduates.

Article 11Graduates shall follow the requirements imposed by teachers and strictly obey classroom disciplines. Graduates shall not be late, leave early or be absent from school. Any teacher is entitled to develop the attendance, assignment, quiz and practices of students as a part of the course assessment.

Article 12For absence of the assessment for special reasons, the graduate should make an application to for deferred exam prior to such assessment. Any deferred exam due to illness must be provided with the medical certificate of diagnosis provided by BJUT hospital. Any deferred exam due to personal reasons must be provided other valid supporting document.

The application for deferred exam and supporting document of graduates shall be approved and signed with comments by the tutor and the College and submitted to the Training Office of the Graduate School for record.In the event that the graduate fails to submit the application for deferred exam prior to the assessment for special reasons, he/she shall notify the tutor and make a report to the Graduate Teaching Secretary of the College. Absence from the assessment shall be permitted with approval. A supporting document in connection therewith shall be provided along with the makeup of deferred exam procedures within 3 days thereafter. The College shall deliver the list of graduates taking deferred exam to the teachers. The deferred exam shall be commenced with the exam of the course in the next semester.

Any absence from the assessment without a reason shall be deemed as assessment abandonment, for which the results shall be recorded as 0.

Article 13In the case of material breach of the assessment discipline or a cheat, the assessment result of the course shall be recorded as 0. The graduate shall be educated by criticism or provided with disciplinary sanction by BJUT based on the breach or cheat and in the light ofRules of Penalties for Student Violation to Disciplinary. These who receive a warning, a serious warning, demerit or detention may be provided with a make-up exam or retake chance for the course prior to graduation provided that they behave well with instructions.

Article 14Anyone who does not participate in the activity set forth in the Program or the training program on time without approval shall be educated bycriticism; these subject to material breach shall be provided with disciplinary sanction in the light of theRules of Penalties for Student Violation to Discipline.

Article 15Assessment or appraisal of graduates' moralities shall be based on theCode of Conduct for Students in Colleges and Universities. A personal report or democratic appraisal by the teachers and students may be used.

ChapterMajor Change and Transfer

Article 16Enrolled graduates shall not be permitted for major change in principle. In special circumstance,BJUT may apply for adjustment of major with the application of the graduate, consent of the tutor and Director of the College and in the light of rules and regulations of Beijing Municipal Commission of Education and BJUT.

Article 17Graduates admitted by BJUT generally studies in BJUT. Anyone who cannot study in BJUT due to diseases or particular difficulty may apply for a transfer under special circumstances. Transfer of students shall be approved by both colleges and universities and submitted to Beijing Municipal Commission of Education for transfer approval. For any transfer from the provincial educational authority of the transferor to the provincial educational authority of the transferee, the transfer procedures shall be completed only when it is recognized by the provincial educational authority of the transferee. Any transfer due to illness suffering shall be provided with the medical certificate of diagnosis provided by a Secondary A hospital or a medical institution at a higher level as designated by BJUT. The registered residence of the student with such transfer (or transfer out) must be transferred out of BJUT.

Article 18Transfer shall not be permitted upon any of the following cases:(1) He/She studies in BJUT for less than a semester;

(2)He/She is a targeted-area student or a student of entrusted training upon admission;

(3) He/She is ordered to quit; or

(4)Other cases for which there is no a valid reason.

ChapterSuspension, Status Retention and Reentry

Article 19Graduates may complete their study in stages during the required length of study of BJUT. An application for suspension by graduates or any suspension BJUT considers necessary shall be permitted with consent of the tutor and the College and approval of BJUT. His/Her student status will be retained in BJUT.

Anyone who applies for suspension for suffering from disease shall be permitted for suspension according to the diagnosis certificate issued by a Secondary A or a higher-level hospital designated by BJUT and with consent of the tutor and the College and approval of the Graduate School.

Article 20Suspension is permitted on the basis of a semester. An extended suspension is permitted in the event that the graduate cannot go back to BJUT upon expiry of the term. However, accumulated period of suspension shall not exceed 1 year. Any student with an application for suspension should make an application for suspension at the conclusion of the last semester or within one month since beginning of a semester.

Any student with an application for suspension should fill in the application form of suspension at the conclusion of the last semester or within one month since beginning of a semester.

Article 21The name of graduates who are drafted into the People’s Liberation Army (including Chinese Armed Police Force) will be kept on the school roll till one year following discharge from the army. A prior application shall be made to BJUT in case of reentry.

Article 22Students taking suspension shall complete the suspension procedures.Any students in the suspension period shall neither be entitled to the benefits for students studying in BJUT nor take part in the educational and teaching activities organized by BJUT. No change shall be made to the registered residence of the student taking suspension. In case of suffering from disease during the suspension, the medical expenses shall be reimbursed according to regulations of BJUT. The student taking suspension or with the student status retained (excluding these whose name is kept on the school roll for draft into the army) shall pay the relevant fees and charges within the time limit in each semester of the year.

Article 23Upon expiry of suspension or status retention, the students with an intention of reentry should make a reentry application to BJUT in the semester prior to such reentry and complete the reentry procedures. He/She may return to BJUT with reviewed qualification and approval by BJUT. For the reentry of students subject to suspension due to illness, a medical certificate of rehabilitation issued by a Secondary A hospital or a medical institution at a higher level shall be provided. Such reentry shall be permitted upon reviewed qualifications by BJUT.

ChapterWithdrawal

Article 24Anyone subject to any of the following cases shall be ordered to quit:(1) The academic performance cannot meet the requirements imposed by BJUT or the course is not completed within the duration (including suspension) required by BJUT;(2)There is no reentry application being made within the time limited given by BJUT upon expiry of suspension or status retention, thus leading to disqualification upon review;(3)It is diagnosed by a hospital designated by BJUT that the graduate suffers from disease or accidental impairment and cannot continue his/her study in BJUT;(4)He/She has not taken the teaching activity required by BJUT for two weeks without asking for a leave;(5)Registration is not completed within the time limit given by BJUT and without a valid reason; or

(6) The graduatemakes an application for withdrawal.

Article 25Graduates’ withdrawal shall be discussed and determined by the President Meeting.BJUT will provide and deliver a letter of withdrawal to the graduate subject to withdrawal. In case of delivery failure, an announcement shall be made in BJUT. It shall be also submitted to Beijing Municipal Commission of Education for record.

Article 26Graduates who withdraw from BJUT and are employed with existing educational background and in the light of employment policy shall be reported by BJUT to Graduate Employment Department of Beijing Municipal Commission of Education for completion of the relevant procedures; in case of unemployment within the time limit given by BJUT,his/her file and registered residence shall be returned to the place where his/his permanent residence is registered.

Article 27Any graduate subject to cancellation of student status or withdrawal shall not apply for reentry.

Article 28In case of any objection of the graduate against the withdrawal decision, reference shall be made to Rules of Handling Students On-Campus Appeals.

ChapterGraduation, Completion and Incompletion

Article 29The length of study for BJUT graduates of an academic degree is generally 2 years (or 2.5 years for several disciplines). The maximum length of study (including suspension) for graduates of a full-time academic degree is 4 years (or 3.5 years for several disciplines) and 5 years (or 4.5 years for several disciplines) for graduates of a full time academic degree under entrusted training.

The length of study for graduates of a professional degree is generally 3 years (or 2 years for several majors). The maximum length of study (including suspension) for graduates of a full-time professional degree is 4 years (or 3 years for several majors) and 5 years (or 4 years for several majors) for graduates of a full-time professional degree under entrusted training.

The length of study for doctoral graduates is generally four years. The maximum length study (including suspension) for full-time doctoral graduates is five years, seven years for full-time doctoral graduates of entrusted training, five years for students studying for a doctor’s degree without taking the entrance exam and six years for MD-PhD based students. The maximum length of study (including suspension) is seven years.Any graduate who fails to graduate within the maximum length of study shall submit themselves to incompletion or completion.

Article 30Excellent graduates are permitted to early graduation with a prior application provided that they meet the requirements for graduation. Graduates are allowed to apply for deferred graduation with an application made for the reason that he/she cannot complete the dissertation within the given length of study caused by objective reasons. The maximum length of study in BJUT shall not the limit set forth in Article 29 hereof.

Article 31The graduate with an application for early graduation shall make an application and fill in theApproval Form for Early Graduation of Graduates. For postgraduates, the dissertation defense shall be permitted with consent of the tutor and approval of the College. For doctoral graduates, the dissertation defense shall be permitted with consent of the tutor and the College and approval of the Graduate School.

Article 32The graduate with an application for deferred graduation shall make an application and fill in theApproval Form for Deferred Graduation of Graduates. It shall be submitted to the Graduate School for approval with the consent of the tutor and the College.

Theapplication for early or deferred graduation will be accepted by the Graduate School in each March and September.

Article 33Graduates should submit themselves to the following provisions during the extended length of study.

(1) Graduates should follow the rules and regulations of BJUT and take part in educational and teaching programs as provided by BJUT;

(2) Graduateswho are disqualified for graduation upon expiry of the extended length of study shall make an application to BJUT for completion or incompletion on a voluntary basis. Failure to do so within the time limit shall be deemed as withdrawal on an automatic basis;

(3)The entitlement of students subject to extended length of study to benefits for graduates studying in BJUT shall be based on the regulations of BJUT.

Article 34Students are entitled to graduation when they: complete the courses set forth in the Program within the length of study of BJUT; are academically qualified and complete the graduate dissertation defense and meet the requirements for graduation in connection with morality,academic performance and physical education. BJUT will provide the diploma.

Article 35Students are entitled to completion when they complete the courses set forth in the Program within the length of study of BJUT, are academically qualified and complete the dissertation but fails which leads to incompliance with the requirements for graduation, or upon application by the graduate for completion. BJUT will provide the certificate of completion.Neithera new dissertation defense nor change of the diploma shall be permitted for the graduate who has taken completion.

Article 36Anyone who obtains the diploma and is qualified for grant of the master (or doctoral) degree will be granted with the degree and the certificate of such degree.

Article 37Students who withdraw from BJUT after studying in BJUT for one or several years will be provided with the certificate of incompletion by BJUT.

Article 38BJUT shall fill in and grant the academic and degree certificate in strict accordance with the type of education and form of learning determined upon admission.

Article 39BJUT submit itself to the regulations for management of electronic registration of academic certification of higher education. BJUT submits the information of diploma (certificate of completion) to Beijing Municipal Commission of Education for registration. Beijing Municipal Commission of Education submits such information to the Ministry of Education for records.

Article 40Students who violate the national admission regulations shall not be provided with the academic or degree certificate. BJUT will take the academic certificate or degree certificate issued back and declare invalidity of such certificate with a submittal to Beijing Municipal Commission of Education.

Article 41In case of any lost or damaged diploma, certificate of completion/incompletion or degree certificate, a certificate will be provided by BJUT upon application by the graduate and verification by BJUT. Such certificate shall be equally authentic as the original.

ChapterSupplementary Provisions

Article 42The “College” used herein includes other colleges setting up graduate programs.

Article 43These Regulations are discussed and approved by the President Office Meeting and submitted to Beijing Municipal Commission of Education for record.

Article 44These Regulations shall come into force on September 1, 2011. The originalRegulations on Student Status Management of Graduates(issued by BJUT in 2005) shall be annulled. For any conflict with any other documents of BJUT, these Regulations shall prevail.

Article 45These Regulations shall be interpreted by Student Status Commission of Beijing University of Technology.
